Huang said the multilateral environmental treaty is an important part of the global environmental governance system and the main framework for tackling the global environmental crisis of climate change, biodiversity loss and environmental pollution. China firmly uphels multilateralism and the INTERNATIONAL system with the United Nations at its core, fully supports the work of the SECRETARIAT of the Convention, and fulfills all implementation targets and tasks on schedule. China is an important participant and contributor in promoting the process of international environmental treaties.
Huang pointed out that China successfully hosted the first phase of the 15th Conference of the Parties to the Convention on Biological Diversity (COP15) in 2021, adopted the Kunming Declaration, and announced the establishment of the Kunming Biodiversity Fund with 1.5 billion YUAN as the first host country, demonstrating its responsibility for the implementation of multilateral environmental treaties. In 2022, China will continue to play its role as chair, build consensus among all parties, steadily advance the second phase of COP15, work for the conclusion of a pragmatic and ambitious post-2020 global Biodiversity framework, and contribute to curbing and reversing the trend of biodiversity loss.
Huang stressed that Chinese President Xi Jinping put forward the global development initiative, calling on the international community to speed up the implementation of the 2030 Agenda for Sustainable Development and promote stronger, green and healthy global development. We should pay attention to the concerns of developing countries and strengthen their capacity building for implementing the CONVENTION. The mainstreaming of environmental conventions should be strengthened to ensure their effective implementation at the national level; We need to strengthen coordination among the targets, tasks and paths of various environmental conventions, form a sound coordination and cooperation mechanism for the implementation of the convention, and promote the process of the convention together. Developed countries should honor their financial commitments under various CWC mechanisms, increase resource input, support developing countries in implementing the CWC in all respects, translate their political commitments into effective action measures, and make new contributions to the realization of the 2030 goals and global sustainable development.

The United Nations Environment Assembly is the world's highest level environmental decision-making mechanism. The first phase of the Conference was held in February 2021, and the second phase was held from February 28 to March 2, 2022. More than 3,000 delegates from 160 UN Member States and major stakeholder groups, other UN agencies, intergovernmental organizations and the secretariats of international conventions participated in the second phase of the conference. The conference will be held online and offline.
