1. Management Measures for Post evaluation of Major Projects by the National Development and Reform Commission

In order to standardize carbon emission trading and related activities, strengthen the control of greenhouse gas emissions, actively and steadily promote carbon peak and carbon neutrality, promote green and low-carbon economic and social development, and advance ecological civilization construction, this regulation is formulated. This regulation applies to carbon emission trading and related activities in the national carbon emission trading market. The management of carbon emission trading and related activities should adhere to the leadership of the CPC, implement the Party's and the country's line, guidelines, policies and decision-making arrangements, adhere to the adaptation of greenhouse gas emission control to economic and social development, adhere to the combination of government guidance and market regulation, and follow the principles of openness, fairness and impartiality. This regulation shall come into effect on May 1, 2024.

 

2. Management Measures for Municipal Infrastructure Assets (Trial)

In order to standardize and strengthen the management of municipal infrastructure assets, give better play to the public service function of municipal infrastructure, improve the state-owned assets reporting system, support and promote the renewal of equipment in the field of municipal infrastructure, these Measures are formulated in accordance with the "Opinions of the Central Committee of the Communist Party of China on the Establishment of a System for the State Council to Report to the Standing Committee of the National People's Congress on the Management of State owned Assets", the "Regulations on the Administration of State owned Assets for Institutional Purposes" (Order No. 738 of the State Council) and other provisions. These measures shall come into effect on September 1, 2024.

 

3. Standard for Pollution Control of Landfills for Domestic Waste (GB 16889-2024)

This standard specifies the ecological environment protection requirements for the site selection, design, construction and acceptance, personnel, operation, closure and post maintenance and management, pollutant emission control, monitoring, implementation and supervision of domestic waste landfill sites. This standard is applicable to pollution control and supervision management during the construction, operation, closure, and later maintenance and management of newly built domestic waste landfills, as well as the issuance of pollutant discharge permits. This standard is applicable to pollution control and supervision management during the operation, closure, and later maintenance and management of existing domestic waste landfills. This standard shall come into effect on September 1, 2024.

 

4. Technical Standards for Wastewater Treatment Engineering in Medical Institutions (GB51459-2024)

This standard is formulated to standardize the design, construction, acceptance, commissioning, operation management, and safety protection of sewage treatment projects in medical institutions, in order to prevent and control pollution, protect the environment, ensure safety, reliability, and economic applicability. This standard is applicable to the design, construction, commissioning, operation management, and safety protection of sewage and sewage treatment plants in newly built, expanded, and renovated medical institutions that generate sludge and waste gas treatment projects. This standard shall come into effect on September 1, 2024.

 

5. Regulations on Nuclear Safety Reporting for Research Reactor Operating Units

In order to standardize the nuclear safety reporting system of research reactor operating units, this regulation is formulated in accordance with laws and regulations such as the Nuclear Safety Law of the People's Republic of China and the Regulations on the Supervision and Administration of Safety of Civil Nuclear Facilities of the People's Republic of China. The operating unit of the research reactor bears comprehensive responsibility for nuclear safety and shall implement the nuclear safety reporting system. During the construction and operation phases, it shall submit regular reports, important activity reports, event reports, and nuclear accident emergency reports to the National Nuclear Safety Administration or the nuclear and radiation safety supervision station in the area where the research reactor is located. The format and specific requirements of the report shall be separately stipulated by the National Nuclear Safety Administration. This regulation shall come into effect on September 1, 2024.

1. Alternative Measures for Carbon Emission Reduction of "Two Highs" Construction Projects in Shandong Province

In order to thoroughly implement the major strategic decisions and deployments of the Party Central Committee and the State Council on carbon peak and carbon neutrality, resolutely curb the blind development of "two highs and one low" projects, accelerate the construction of green, low-carbon and high-quality development pilot zones, and in accordance with relevant provisions such as the "Opinions of the State Council on Supporting Shandong to Deepen the Conversion of New and Old Driving Forces and Promote Green, Low carbon and High quality Development" (Guofa [2022] No. 18) and the "Implementation Plan for Carbon Peak in Shandong Province" (Luzhongzi [2022] No. 242), this method is formulated. These measures shall come into effect on September 1, 2024 and shall be valid until August 31, 2029.

 

2. Regulations on the Protection of Black Soil Land in Liaoning Province

In order to protect black soil resources, prevent a decrease in the quantity, quality, and ecological function of black soil, steadily restore and improve the basic fertility of black soil, promote sustainable use of resources, maintain ecological balance, and ensure national food security, this regulation is formulated in accordance with the "Black Soil Protection Law of the People's Republic of China" and other laws and regulations, combined with the actual situation of this province. This regulation shall come into effect on September 1, 2024.

 

3. Regulations on the Management of Pollutant Discharge Permits in Hainan Special Economic Zone

In order to strengthen the management of pollutant discharge permits, regulate the pollutant discharge behavior of enterprises, institutions, and other producers and operators, control pollutant emissions, protect and improve the ecological environment, and in accordance with relevant laws and administrative regulations on ecological environment protection, combined with the actual situation of Hainan Special Economic Zone, this regulation is formulated. This regulation applies to the application, approval, execution, and supervision and management of pollutant discharge permits within this special economic zone. This regulation shall come into effect on September 1, 2024.

 

4. Chongqing Forest Chief System Measures

In order to ensure and promote the implementation of the forest chief system, strengthen the protection and development of forestry resources, and build an important ecological barrier in the upper reaches of the Yangtze River, this method is formulated in accordance with the Forest Law of the People's Republic of China and other laws and regulations, combined with the actual situation of this city. These measures apply to the implementation of the forest tenure system within the administrative area of this city. The forest chief system referred to in these measures refers to the system of establishing forest chiefs in administrative or specific ecological areas, responsible for leading, organizing, coordinating, and supervising the protection and development of forestry resources such as forests, trees, forests, grasslands, wetlands, and wild animals and plants within the area. These measures shall come into effect on September 1, 2024.

 

5. Management Measures for Voluntary Emission Reduction of Greenhouse Gases under the "Carbon Benefit Pass" in Chongqing (Trial)

This method applies to the construction, operation, and supervision of the "Carbon Benefit Pass" system within the administrative area of Chongqing. These measures shall come into effect on September 1, 2024.

 

6. Management Measures for Sponge City Construction in Kunming City

In order to standardize the construction and management of sponge cities, protect and improve the urban ecological environment, enhance the living environment and urban quality, and in accordance with relevant laws and regulations such as the Water Law of the People's Republic of China, the Building Law of the People's Republic of China, and the Regulations on Urban Drainage and Sewage Treatment, combined with the actual situation of this city, these measures are formulated. This method applies to the planning, construction, operation, maintenance, supervision and management of sponge cities within the administrative area of this city. These measures shall come into effect on September 1, 2024.

 

7. Regulations on the Construction and Management of Sponge Cities in Mianyang City

The "Mianyang Sponge City Construction Management Regulations" in Sichuan Province have been announced and will officially come into effect on September 1st. The Regulation consists of six chapters and thirty-three articles, mainly clarifying the legislative purpose, scope of application, basic principles, responsible parties, division of responsibilities, and social participation system; Clarify the responsibilities of sponge city construction for development and reform, self regulation, construction units, design units, construction drawing and design document review agencies, and construction units; The determination of the responsible person for the operation and maintenance of sponge city facilities and the requirements for operation and maintenance have been stipulated; Proposed funding and measures to ensure the construction and management of sponge cities; Administrative penalties have been imposed for illegal activities such as damaging or unauthorized movement, alteration, or obstruction of warning signs and labels for sponge city facilities; Explained the meanings of some professional terms and other related content.

 

8. Management Measures for Urban Construction Waste in Ningde City

In order to maintain the urban appearance and environmental sanitation, strengthen the management of urban construction waste disposal, and promote the development of circular economy, this method is formulated in accordance with relevant laws and regulations such as the Solid Waste Pollution Prevention and Control Law of the People's Republic of China, the Air Pollution Prevention and Control Law of the People's Republic of China, and the Regulations on Urban Appearance and Environmental Sanitation Management, combined with the actual situation of this city. These measures shall come into effect on September 1, 2024.

 

9. Regulations on the Protection of the Ecological Green Heart of Zhuzhou Xiangtan by the Governor of Hunan Province

This regulation shall come into effect on September 1, 2024.

 

10. Regulations on the Construction and Management of Sponge Cities in Qinhuangdao City

In order to standardize the construction and management of sponge cities, enhance the city's ability to store, infiltrate, and conserve water, form an ecological, safe, and sustainable urban water cycle system, enhance the city's flood control, drainage, and disaster reduction capabilities, promote harmonious development between humans and nature, and in accordance with relevant laws and regulations, combined with the actual situation of this city, this regulation is formulated. This regulation applies to the planning, construction, operation, maintenance, supervision and management of sponge cities in this city. This regulation shall come into effect on September 1, 2024.

 

11. Regulations on the Classification and Management of Domestic Waste in Changzhou City

In order to strengthen the classification and management of household waste, improve the living environment, safeguard public health, promote ecological civilization construction, and promote sustainable economic and social development, this regulation is formulated in accordance with the Solid Waste Pollution Prevention and Control Law of the People's Republic of China, the Circular Economy Promotion Law of the People's Republic of China, the Regulations on Urban Appearance and Environmental Sanitation Management of the State Council, and the Regulations on Urban Appearance and Environmental Sanitation Management of Jiangsu Province, combined with the actual situation of this city. This regulation shall come into effect on September 1, 2024.

 

12. Technical Requirements for Acceptance and Operation of Non Methane Total Hydrocarbon Continuous Monitoring System for Fixed Pollution Source Waste Gas in Jiangxi Province (DB36T 1939-2024)

This document specifies the acceptance and operation requirements for the continuous monitoring system of non methane total hydrocarbons in fixed pollution source exhaust gas. This document is applicable to the acceptance and operation management of a continuous monitoring system for non methane total hydrocarbons in fixed pollution source exhaust gas using a hydrogen flame ionization detector. This standard shall come into effect on September 1, 2024.

 

13. Tianjin landmark "Emission Standards for Tailwater Pollutants from Marine Aquaculture" (DB12/T 1288-2023)

This document specifies the requirements for the discharge of pollutants from seawater aquaculture effluent, monitoring requirements, result determination, implementation, and supervision. This document is applicable to the discharge management of aquaculture wastewater and centralized treatment facilities for aquaculture wastewater from marine aquaculture units (households) in Tianjin. This document is organized and implemented by ecological and environmental authorities at all levels, as well as agricultural and rural authorities, and supervised by ecological and environmental authorities at all levels. This standard shall come into effect on September 1, 2024.

 

14. List of Administrative Penalties for Minor Ecological Environment Violations in Jiaxing City (2024 Edition)

In order to further standardize administrative law enforcement and optimize the business environment, effectively prevent performance risks and integrity risks, the Jiaxing Ecological Environment Bureau has revised the "List of Minor Ecological Environment Violations Not Subject to Administrative Penalties in Jiaxing City (2024 Edition)", and will not impose administrative penalties on 28 ecological environment minor violations that meet the regulations. The "List 2024" will come into effect on September 16, 2024.
