The Haimen Ecological Environment Bureau of Nantong City, Jiangsu Province recently launched a special rectification campaign for third-party organizations in the field of motor vehicle emission inspection, strictly investigating and punishing fraudulent behavior.

Focus on the key points and investigate clues of fraud and deception. Since the special action in September, the Haimen Ecological Environment Bureau has conducted a comprehensive inspection of 16 motor vehicle inspection agencies in the region, focusing on the use of cheating software or hardware, forging or tampering with inspection data, and issuing qualified reports for vehicles that do not meet emission standards, in conjunction with clues about suspected motor vehicle inspection agencies using OBD cheating devices assigned by higher-level departments.

At present, four institutions have been investigated and punished for issuing false reports and failing to conduct inspections in accordance with national and provincial emission inspection methods, technical specifications, and emission standards. There are two institutions' fraudulent clues, which will be transferred to the market supervision department for handling in accordance with the relevant regulations for case clues.

Collaborate multiple lines to verify the maintenance records of M station. Any motor vehicle that exceeds the environmental inspection results at a motor vehicle emission inspection agency must be repaired at a qualified motor vehicle emission control and maintenance station (M station), and can only be driven on the road after passing the re inspection.

In this special operation, the Haimen Ecological Environment Bureau sorted out a batch of vehicle information based on relevant clues, and together with the Haimen District Transportation Bureau, searched the M station maintenance records of the vehicles involved, further verifying whether the vehicles had completed the maintenance according to regulations and then went to the original motor vehicle inspection agency for re inspection, in order to assist in determining whether the motor vehicle inspection agency had engaged in fraudulent behavior.

Full "face" control, strengthen the supervision of mobile source compliance. The Haimen Ecological Environment Bureau, in conjunction with the Haimen District Public Security Bureau, has carried out regular road inspections of diesel trucks, strictly cracking down on behaviors such as "black smoke" and excessive emissions. Since the beginning of this year, a total of 210 vehicles have been randomly inspected, and 4 of them have exceeded the emission standards. A "Notice of Non conformance in Diesel Vehicle Exhaust Road Inspection" was issued on the spot.

In addition, the regulation of non road mobile machinery cannot be ignored. Since the beginning of this year, the Haimen Ecological Environment Bureau has conducted household exhaust testing on 131 non road mobile machinery, investigated and punished the illegal behavior of 4 forklifts, and carried out ecological environment damage compensation.

Recently, the Haimen Ecological Environment Bureau, in conjunction with the Haimen District Market Supervision Administration, conducted a joint double random inspection of 50 non road mobile machinery users and found that two forklifts exceeded the standard.

The Haimen Ecological Environment Bureau will continue to strengthen the supervision and management of motor vehicle inspection agencies, strictly investigate and punish fraudulent behavior in accordance with the law, create a fair competition market environment, promote the healthy and orderly development of the motor vehicle emission inspection industry, force the reduction of mobile source pollution, and thus promote the continuous improvement of environmental air quality.
