01 List of New Pollutants under Key Control (2023 version), effective from March 1

At the end of 2022, the Ministry of Ecology and Environment, the Ministry of Industry and Information Technology, the Ministry of Agriculture and Rural Affairs, the Ministry of Commerce, the General Administration of Customs and the State Administration for Market Regulation jointly issued the No. 28 ministerial Order "List of New Pollutants under Key Control (2023 Version)", which will come into force on March 1, 2023.

02 National ecological and environmental standards "Technical Guidelines for the Formulation of Water Pollutant Discharge Control Standards for Local Aquaculture Industry", which came into force on March 1

In order to implement the Environmental Protection Law of the People's Republic of China, the Law of the People's Republic of China on the Prevention and Control of Water Pollution and the Marine Environmental Protection Law of the People's Republic of China, protect and improve the quality of the water environment, guide and standardize the revision of water pollutant discharge control standards for local aquaculture industry, and promote the green development of aquaculture industry, The Ministry of Ecology and Environment formulated the Technical Guidelines for the Formulation of Water Pollutant Discharge Control Standards for Local Aquaculture Industry (HJ 1217-2023). The standard stipulates the basic principles, technical route and the determination of the main technical content of the water pollutant discharge control standard of local aquaculture industry. It will be implemented on March 1, 2023.


03 The National Development and Reform Commission and other departments issued a notice on the cleaner production evaluation index system of electrolytic manganese and other two industries, which came into force on March 15

In order to implement relevant decisions and arrangements of the CPC Central Committee and The State Council and further promote cleaner production, the National Development and Reform Commission, together with the Ministry of Ecology and Environment and the Ministry of Industry and Information Technology, revised the cleaner production index system for electrolytic manganese, caustic soda and polyvinyl chloride industries. The revised Cleaner Production Evaluation Index System for Electrolytic Manganese Industry and Cleaner Production Evaluation Index System for caustic Soda and PVC Industry are now printed and distributed to you and will come into force on March 15, 2023.


04 Order of the State Administration for Market Regulation (No.59) Measures for the Administration of National Standards shall come into force on March 1

The Measures for the Administration of National Standards, which were adopted at the 10th Executive Meeting of the State Administration for Market Regulation on August 30, 2022, are hereby promulgated and shall come into force on March 1, 2023.


05 The first national local standard "Environmental Air Quality Dust Reduction" in Guizhou Province, implemented on March 1

At the beginning of 2023, the Market Supervision Administration of Guizhou Province and the provincial Department of Ecology and Environment jointly approved and issued the "Environmental Air Quality Dust Reduction" (DB52/1699-2022) and "Construction Site dust Emission Standard" (DB52/1700-2022). Both standards will come into effect on March 1, 2023. Among them, "Environmental air quality dust" for the national debut.


06 Anhui "Thermal power Plant air pollutant emission standards", March 1 implementation

In January 2023, Anhui Provincial Department of Ecology and Environment and Anhui Provincial Market Supervision Administration jointly issued the local standard "Air Pollutant Emission Standard for Thermal Power Plants" (DB34/4336-2023), and made it clear that it would come into force on March 1, 2023.

The document was put forward by the Anhui Provincial Department of Ecology and Environment, and drafted by the Anhui Provincial Academy of Ecological and Environmental Sciences. The document was issued to strengthen the supervision and management of air pollutant emissions from thermal power plants in Anhui Province, reduce pollutant emissions and further improve environmental air quality. The water pollutants, malodorous pollutants and environmental noise discharged by thermal power plants shall be subject to the corresponding national or local standards for pollutant discharge, and the identification, treatment and disposal of solid wastes shall be subject to the national or local pollution control standards for solid wastes.


07 Anhui "Furniture manufacturing air pollutant emission standards", March 1 implementation

In January 2023, Anhui Provincial Department of Ecology and Environment and Anhui Provincial Market Supervision Administration jointly issued the local standard "Air Pollutant Emission Standard for Furniture Manufacturing Industry" (DB34/4337-2023), and made it clear that it will come into force on March 1, 2023.


08 Shanghai's List of New Pollutants under Key Control (2023 version), effective from March 1

On February 6, the Shanghai Municipal Bureau of Ecology and Environment released a list of new pollutants under key control in Shanghai (2023 version). The list includes 16 measures to control pollutants and their major environmental risks, and will come into effect on March 1, 2023.

09 Shandong Province "Low volatile raw and auxiliary Materials replacement Enterprises exempt from volatile Organic Compounds End treatment Implementation Rules (Trial)", effective on March 10

Carrying out the replacement of low volatile raw and auxiliary materials is an important means to achieve the emission reduction of volatile organic compounds (VOCs) source, which has obvious effect on reducing the production cost of enterprises and promoting the emission reduction of pollutants. In order to implement the policies encouraging the replacement of low volatile raw and auxiliary materials in the Comprehensive Treatment Plan for Volatile Organic Compounds in Key Industries (Huanair [2019] 53) and the 2020 Treatment Plan for Volatile Organic Compounds (Huanair [2020] 33) issued by the Ministry of Ecology and Environment, and accelerate the replacement of raw and auxiliary materials, Shandong Provincial Department of Ecology and Environment issued the Implementation Rules of Exempting Enterprises from volatile Organic Compounds Terminal Treatment (Trial), which will come into force on March 10.

10. Jiangsu Technical Specification for Soil Pollution Risk Control of Construction Land, which will be implemented on March 6

Jiangsu Provincial local standard "Construction Land Soil Pollution Risk Control Technical Specification" (DB 32/T 4441-2023) was officially issued on February 6, 2023, and is scheduled to be implemented on March 6.

The document was put forward by the Jiangsu Provincial Department of Ecology and Environment and drafted by Southeast University, Jiangsu Academy of Environmental Sciences, Nanjing Institute of Environmental Sciences under the Ministry of Ecology and Environment, and Nanjing Institute of Soil Science under the Chinese Academy of Sciences. The document specifies the basic principles, working procedures and technical requirements for soil pollution risk control of construction land, as well as the choice of risk control mode, system control requirements, project control requirements, effect evaluation and late management applicable to soil pollution risk control of construction land. However, this document does not apply to soil pollution risk control of radioactive and pathogenic biological contaminated land.


11 Jiangsu Province issued five standards for pollutant discharge in related fields, which will take effect on March 28

Recently, Jiangsu Provincial Department of Ecology and Environment and Jiangsu Provincial Market Supervision Administration jointly issued five emission standards for pollutants in related fields, which are scheduled to come into effect on March 28, 2023. Including "Wood processing industry air pollutant emission standard", "construction site dust emission standard", "printing industry air pollutant emission standard", "industrial painting process air pollutant emission standard", "urban sewage treatment plant pollutant emission standard".


12. Action Plan for Accelerating the Development of New Energy Automobile Industry in Zhejiang Province, effective from March 1

On January 29, 2023, Zhejiang Provincial Development and Reform Commission, Zhejiang Provincial Department of Economy and Information Technology and Zhejiang Provincial Department of Science and Technology jointly issued the "Action Plan for Accelerating the Development of new energy Automobile Industry in Zhejiang Province". The goal is that by 2025, the industrial cluster development layout will be more optimized, the industrial scale and competitiveness will be among the forefront in China, and the annual output of new energy vehicles will exceed 1.2 million.


13 Chengdu Green Building Promotion Regulations, effective March 1

The Regulation on the Promotion of Green Buildings in Chengdu was approved on December 2, 2022, and will come into force on March 1, 2023. It will be used for the planning, design, construction, operation, renovation, demolition and other activities related to green buildings in the administrative area of Chengdu, as well as the supervision and management work.


14. The Regulations of Yunnan Province on the Prevention and Control of Environmental Pollution by Solid Waste will come into force on March 1

The Regulations of Yunnan Province on the Prevention and Control of Environmental Pollution by Solid Waste were adopted at the 35th session of the Standing Committee of the 13th Yunnan Provincial People's Congress on November 30, 2022. The regulations aim to protect and improve the ecological environment, prevent and control environmental pollution caused by solid waste, safeguard public health, maintain ecological safety, strive to be the vanguard of ecological civilization construction, and promote high-quality economic and social development. The regulations will come into force on March 1, 2023.


15 Regulations of Guangdong Province on the Management of Construction Waste, effective from March 1

The Regulations on the Management of Construction Waste in Guangdong Province were adopted at the 47th session of the Standing Committee of the 13th People's Congress of Guangdong Province and will come into force on March 1, 2023. The Regulations, consisting of 23 articles, stipulate the responsibilities of construction waste management departments as well as source reduction, joint bill management, filing of treatment plans, transportation, comprehensive utilization, consumption and balanced cross-regional disposal.


16. Regulations of Wujiang River Protection of Guizhou Province, effective from March 1

In order to strengthen the protection and restoration of the ecological environment in the Wujiang River Basin, Guizhou Province has formulated and passed the Regulations on the Protection of the Wujiang River, which will take effect on March 1, 2023. The regulations, which are divided into 11 chapters and 85 articles, specify the key points of Wujiang protection, the responsibilities of relevant departments and the punishment standards for violations.


17. Technical Specifications for Emergency Collection System of Liquid Pollutants in Road Accidents, effective from March 1

On January 29, 2023, Zhejiang Provincial Market Supervision Administration issued the Technical Specification of Liquid Pollutants Emergency Collection System for Road Accidents (DB33/T 2567-2023), which will be officially implemented on March 1, 2023. This standard is proposed and implemented by Zhejiang Provincial Department of Ecological Environment and under the jurisdiction of Zhejiang Provincial Technical Committee of Standardization of Ecological Environmental Protection.


18 The Implementation Measures for Voluntary Emission Reduction of Carbon Inclusive Emission in Guangzhou will come into force on March 1

In order to promote the green and low-carbon lifestyle and deepen the work of carbon inclusive care in Guangzhou, according to the regulations of Guangdong Province on Carbon Inclusive Care Trading and Regulations of Guangzhou City on Ecological and Environmental Protection, and combined with the actual situation of Guangzhou City, Guangzhou Bureau of Ecological and Environmental Protection has formulated the Implementation Measures of Voluntary Emission Reduction of Carbon Inclusive Care in Guangzhou City, which will come into force on March 1.


19 Weifang Municipal Household Garbage Classification Management Measures, effective from March 1

Weifang City will implement "Weifang Municipal Household Garbage Classification Management Measures" from March 1, 2023. Weifang will follow the principle of government-led, whole-people participation, urban and rural planning, and adjusting to local conditions to promote the reduction, recycling and harmless of household waste.


20 Measures for the Classification and Management of Municipal Solid Waste of Haidong City, effective from March 1

In order to strengthen the classification management of household garbage, promote the source reduction and recycling of household garbage, Haidong City issued the "Haidong Municipal Household Garbage Classification Management Measures". The measures will take effect on March 1.
