02Daily operation and maintenance work
The operation and maintenance managers of each area must check the online monitoring system of the area under management remotely every day:
1. Check whether the data is uploaded normally: (State-controlled and provincial-controlled enterprises must upload the provincial central platform and the city center platform at the same time; non-state-controlled enterprises upload the central platform in the area.) After checking, it is found that the data is disconnected, and the person in charge of the enterprise shall cooperate to solve the problem. Or go to the scene to solve it by yourself. Guaranteed transmission rate above 95%.
Whether the uploaded data of each pollution factor is within a reasonable and effective range; specific requirements:
(1) Whether the data jumps within a reasonable transformation range. If it is a data for a long time, it means that the monitoring system or the data acquisition instrument has crashed, etc., contact the on-site personnel in time, and do simple troubleshooting, otherwise, you must go to the scene to deal with the fault and restore the normal operation of the equipment within 24 hours.
(2) Whether the data exceeds the standard; if the data exceeds the standard, contact the person in charge of the enterprise in time to find out the reason for exceeding the standard and report it to the company's technical department and the Environmental Protection Bureau in a timely manner.
(3) Whether the data is 0; if the data is 0, contact the on-site maintenance and management personnel of the enterprise in time to find out the reason. If the enterprise stops production or fails to upload the data for more than 2 hours, it must be reported to the company's technical department and the Environmental Protection Bureau in writing.
(4) The change range of the uploaded data cannot be changed at the decimal point for a long time.
The operation and maintenance managers of each area strictly record the operation of each sewage outlet equipment in the area every day. If problems are found that cannot be dealt with in a timely manner within the specified time, they must report to the person in charge of the sub-area in time; if there are problems with heavy work, they must be reported in writing. . Specific details:
1. If the fault cannot be dealt with in time on the day of the fault, it must be reported.
2. If the equipment failure cannot be dealt with within 24 hours, it must be reported in writing.
3. Equipment failure cannot be dealt with within 48 hours, and must be reported in writing with a description of the situation and mobile phone data; timely replacement of the backup machine to deal with the failure.
When equipment failure requires replacement of spare parts and spare machines, a written report must be submitted to track and supervise whether the spare parts are in place. If the data cannot be uploaded or there is a problem with the data, if a situation statement is required to be uploaded to the Environmental Protection Bureau for filing, it must be strictly supervised and confirmed every day whether the situation statement has been sent to the Environmental Protection Agency.
Weekly operation and maintenance work
The operation and maintenance staff of each area shall conduct on-site inspection and maintenance at least once a week for the online monitoring system of the area in charge of the area. The specific rules and maintenance work content are as follows:
1. Maintenance of flue gas sampling probes, pitot tube probes and other related equipment on the monitoring platform; the purpose of maintenance:
(1) Ensure that each probe is not blocked.
(2) Whether the trachea and lines related to each equipment are corroded, fall off, etc.
(3) Clean up the dust and water vapor inside the equipment in time.
(4) Check the sampling pump and add oil.
2. Maintenance of heat tracing pipe lines; maintenance purposes:
(1) Whether the heating cable is affected by the external environment, etc., and eliminate the existing safety hazards in time.
(2) Whether the heating wire has potential safety hazards such as corrosion, breakage and falling off.
(3) Whether the power supply line is broken, fallen off, or has been contacted and rubbed for a long time by easily conductive objects, etc., and eliminate the existing safety hazards in time.
3. Maintenance of the monitoring system in the station building. Specific details:
(1) Check and analyze whether the relevant gas path of the pretreatment part of the slag is leaking or corroded, and remove the existing hidden troubles in time.
(2) Check and analyze whether each connection point of the control line of the system is disconnected, virtual connection, etc. If any suspicious problems are found, deal with them in time.
(3) Effectively review and judge the data measured by the analytical instrument to ensure the true and controllable range of the data.
(4) Ensure that the historical data on the computer monitoring software is consistent with the historical data on the platform.
(5) Check whether the data of each historical record report is normal. If the data is not saved, the data storage value exceeds the standard or is abnormal, the cause of the problem must be found in time, and the situation record and written description should be reported to the Environmental Protection Agency.
(6) For facilities without automatic calibration function, the gaseous pollutants should be calibrated to zero point once a week and calibrated with high, medium and low standard gas to confirm that the error range of the zero point drift of the analyzer is within ±2.5%, and make a record after the calibration is completed.
(7) Ensure that the gas pressures are within the standard range.
(8) Check the data on the data acquisition and transmission instrument to ensure that the data is consistent with the data displayed on the computer
(9) On the same day, check with the central platform whether the data is uploaded normally to ensure the accuracy of the uploaded data. The same error is not allowed to exceed 1%. In addition, the data upload time must be consistent (generally, the upload time and the normal time will lag by 30-60s )
(10) Perform patrol inspection and maintenance on the environmental sanitation and related supporting equipment inside the monitoring station house to ensure the normal operation of the station house sanitation and the supporting equipment in the room.
(11) Check the information recorded in the operation and maintenance ledger; ensure that the work content and fault conditions of each on-site inspection are clearly recorded on the relevant ledger, and the on-site person in charge of the enterprise is required to sign and approve. For each abnormal and missing data, the reason should be carefully analyzed with the person in charge of the enterprise, and the records should be complete. The operation and maintenance records are recorded once a week.
The person in charge of each area must make a detailed record of the operation of the equipment in the area in the form of a written report every week, and report the work content and plan of the next week's inspection to the mailbox of the company's relevant leaders.
Monthly inspection and maintenance
(1) The person in charge of each area strictly implements and does the work required every week, and must conduct manual monitoring and comparison of the online monitoring equipment in the area. (Monitoring method: use portable manual measuring equipment for monitoring; if it is found that the data error value is not within the specified error range during the monitoring and comparison process, the reason must be found out and the necessary zero point calibration and span calibration should be performed on the equipment in time. Until Restore the normal operation of the equipment and the monitoring data meets the requirements.) Make corresponding comparison records and calibration records.
(2) On-line monitoring equipment must be checked every month.
Quarterly inspection and maintenance
(1) Carry out a detailed diagnosis of the VOCs online monitoring system in this area every three months, and replace the consumable parts that need to be replaced in time. The specific inspection and replacement parts are as follows:
(2) Whether the sampling probe is contaminated, and if it is contaminated, replace it in time;
(3) Whether the chromatographic injection filter is polluted, and if it is polluted, replace it in time;
(4) Clean the sampling pump (during the cleaning process, when the operator disassembles the sampling pump membrane, the two small diaphragms inside the sampling pump must be careful not to be damaged or lost, otherwise the sampling pump will be scrapped)
(5) The zero point and span of the flow rate must be calibrated once every quarter.
Annual inspection and maintenance
In addition to strictly implementing the above periodic inspection and maintenance work, the person in charge of the area should perform annual maintenance on the online flue gas monitoring system in each area at least once a year. The main details are as follows:
(1) Back up the historical data of the flue gas online monitoring system in this area, and connect the monthly historical data report of the on-site industrial computer with the monthly historical report of the central platform. If abnormal data deviation is found, find the reason and deal with it in time.
(2) Mainly check the standard gas of the analyzer. If it is not within the warranty period, it must be replaced one month in advance of the expiration time. And the specific concentration, pressure, etc. of the replaced gas shall be indicated in a written report.
(3) Before November 30 every year, conduct a comprehensive review of the operation and maintenance of each area, check whether the corresponding records are made according to the requirements, etc., if there is any omission, it must be filled in time.
