Not long ago, 15 ministries, including the Ministry of Ecology and Environment, jointly issued the Notice on Deepening the Action Plan for the Elimination of Heavy Pollution Weather, Prevention and Control of Ozone Pollution and Control of Diesel Truck Pollution (No. 2022) 68.

Following the publication at the national level, at the provincial level, Zhejiang Province has taken the lead in releasing the Three-year Action Plan for Ozone Pollution Prevention and Control in Zhejiang Province, and Shandong Province immediately organized the drafting of the Action Plan for In-depth Fighting against Heavy Pollution Weather Elimination, Ozone Pollution Prevention and Control and Diesel Truck Pollution Control (Draft for Comments) (referred to as the Action Plan).

"Highlight"

According to the action plan, the main goals are: By 2025, the average annual PM2.5 concentration should reach 38 micrograms per cubic meter, the growth trend of ozone concentration should be effectively curbed, the proportion of days with good air quality should reach 72.5 percent, and the proportion of days with severe or above pollution should not exceed 0.9 percent.

Among them, the key goal of the Action Plan for the Elimination of Heavy Pollution Weather is: by 2025, basically eliminate the heavy or above pollution weather, and control the proportion of heavy or above pollution days within 0.9% of the province.

The key objectives of the Action Plan for the Prevention and Control of ozone pollution are as follows: by 2025, the collaborative control of PM2.5 and ozone shall achieve positive results, the growth trend of ozone concentration in the province shall be effectively curbed, the percentage of days with good air quality shall reach 72.5%, and the emission reduction of NOx and VOCs key projects shall be no less than 150,700 tons and 95,200 tons respectively.

The key objectives of the Action Plan for Pollution Control of Diesel Trucks are: By 2025, the province's transport structure, vehicle and ship structure clean and low-carbon degree has been significantly improved, fuel quality continues to improve, motor vehicles and ships, construction machinery and railway diesel locomotive exceed the standard of black smoke basically eliminated, the province's diesel truck emissions detection qualified rate reached more than 90%, the total nitrogen oxide emissions decreased significantly. We will strive to increase the proportion of freight vehicles with new energy and national VI emission standards to over 40%, increase the proportion of railway freight by 0.5 percentage points, increase the annual growth rate of waterway freight by over 2%, and decrease the proportion of road freight by 3 percentage points.
