Full text mandatory! Beijing plans to release the 'Emission Standards for Air Pollutants from Hazardous Waste Incineration'
Recently, the Beijing Municipal Bureau of Ecology and Environment organized the drafting of the local standard "Emission Standards for Air Pollutants from Hazardous Waste Incineration (Draft for Comments)". This is the first revision.
This document specifies the requirements for air pollutant emission control, technical requirements, monitoring, implementation, and supervision of hazardous waste incineration facilities. This document applies to the management of atmospheric pollutant emissions from hazardous waste incineration facilities (excluding dedicated polychlorinated biphenyls waste and medical waste incineration facilities), as well as the environmental impact assessment, environmental protection facility design, completion environmental protection acceptance, issuance of pollutant discharge permits, and management of atmospheric pollutant emissions after the construction of hazardous waste incineration facilities. This document is not applicable to the collaborative disposal of hazardous waste using boilers and industrial furnaces.
This document is mandatory throughout.
This document replaces DB11/503-2007 "Control Standards for Air Pollutants from Hazardous Waste Incineration", and DB11/503-2007 is abolished from the date of implementation of this document. Compared with DB11/503-2007, in addition to structural adjustments and editorial modifications, the main technical changes are as follows:
a) Changed the scope of the file (see Chapter 1);
b) Changed normative reference documents (see Chapter 2);
c) Added definitions for incineration facilities, toxicity equivalent factor, and baseline oxygen emission concentration (see Chapter 3);
d) Added limits for the 24-hour or daily average of atmospheric pollutants (see Chapter 4);
e) Adjusted the incineration technology requirements for hazardous waste incineration facilities (see Chapter 5);
f) Adjusted the monitoring requirements for pollutants in hazardous waste incineration facilities (see Chapter 6);
g) Adjusted the classification of emission factors for heavy metal pollutants (see Chapter 4);
h) Improved pollutant control indicators and emission limit requirements (see Chapter 4);
i) The emission limit requirements and monitoring requirements for smoke blackness and smoke opacity have been removed (see Chapter 4 and Chapter 6 of the 2007 edition).
