What did the Ministry of Ecology and Environment observe during its research in Chengdu and Meishan cities?

According to the press release, the research team visited a total of four places, namely the Chengdu base of the National Key Laboratory of Environmental Protection Motor Vehicle Pollution Control and Simulation, Delong Motor Vehicle Testing Co., Ltd. in Pengshan District, Meishan City, Chengdu Shuangliu Zhongwei Motor Vehicle Testing Co., Ltd., and Chengdu Shuangliu Sunshine Public Transport Co., Ltd.

There, the research team gained a comprehensive understanding of the construction of the Key Laboratory for Motor Vehicle Pollution Control and Simulation, carefully inquired about the daily supervision of mobile sources and the operating status of related enterprises, and thoroughly examined the issues of motor vehicle inspection and testing institutions illegally using OBD (On Board Emission Diagnostic System) fault code decoders to interfere with detection, unauthorized modification of vehicle fuel supply systems to pass testing, issuing qualified reports on vehicles emitting black smoke, and issuing false maintenance certificates to vehicles that have not been repaired by maintenance institutions.

It can be seen that the main research objects of the Ministry of Ecology and Environment are motor vehicle inspection institutions. The main issue I want to understand is the various situations of motor vehicle inspection and testing fraud.

The research conducted in Zhengzhou and Baoding is similar to this. The research team went deep into relevant enterprises such as Henan Zhengyuan Motor Vehicle Testing Technology Co., Ltd., Zhengzhou International Land Port Parking Lot, Baoding Zhonghui Motor Vehicle Testing Service Co., Ltd., and Baoding Dingxing County Hengtong Automobile Maintenance Service Center (M Station) to comprehensively inspect the motor vehicle testing and maintenance process, and to gain a detailed understanding of the illegal relaxation of testing methods by motor vehicle inspection and testing institutions, the issuance of qualified reports for vehicles emitting black smoke, the use of OBD (on-board emission diagnosis system) data interference cheating devices for fraud, and the issuance of false maintenance certificates by maintenance institutions for vehicles that have not been repaired. They also conducted on-site inspections on issues such as diesel heavy-duty trucks illegally inflating temperature sensors, abnormal use of urea, and tampering with OBD data.

Compared to the research conducted in Sichuan, this survey not only targets motor vehicle inspection agencies, but also motor vehicle maintenance agencies. But the focus of the research team is also on the issue of fraud.
