Countdown to the VOC‑related Environmental Protection Tax Pilot: What Preparations Should Enterprises Make?

Starting January 1, 2027, China will launch a pilot program for levying the environmental protection tax on volatile organic compounds (VOCs). Within the preparation period of less than five months, enterprises shall verify whether their respective industries fall under the pilot levy scope, identify all sources of volatile organic compounds in advance, and establish a standardized accounting mechanism for the environmental protection tax.

The Ministry of Ecology and Environment has recently released a draft Air Pollutant Emission Standard (for public consultation).

To implement the Ecological and Environmental Protection Law of the People's Republic of China, refine the national air pollutant emission standards, and promote the improvement of ambient air quality, our Ministry has organized the development of the national ecological and environmental standard – "Emission Standard for Air Pollutants from the Rubber Products Industry (Draft for Public Comment)". This draft is now open for public comment. The draft standard and its preparation notes can be accessed and viewed by visiting the "Public Comment" section on the Ministry's official website (http://www.mee.gov.cn).
