In order to implement the requirements of the "Opinions of the Central Committee of the Communist Party of China and the State Council on Comprehensively Promoting the Construction of a Beautiful China" and the "Notice of the State Council on Issuing the" Action Plan for Continuous Improvement of Air Quality ", the Ministry of Ecology and Environment recently released the" Draft Opinions on Promoting the Implementation of Ultra Low Emissions from Coal Fired Boilers with High Quality "(hereinafter referred to as the" Opinions ").

The Opinion clarifies the scope of renovation: coal-fired boilers retained in key areas for air pollution prevention and control (hereinafter referred to as "key areas", specific scope can be found in Appendix 1), coal-fired boilers with a capacity of 65 steam tons/hour or above in other areas (including boilers fueled with coal, coal water slurry, coal gangue, petroleum coke, oil shale, etc.), and national coal-fired self owned power plants.

The main goal is to achieve organized and unorganized ultra-low emission transformation of coal-fired boilers and self owned power plants in key areas by the end of 2025. 60% of coal-fired boilers with a capacity of 65 tons/hour or more in other regions have completed organized ultra-low emission transformation; Self owned power plants have basically completed organized and unorganized ultra-low emission transformation. By the end of 2028, coal-fired boiler users with an annual coal transportation volume of 100000 tons or more in key areas will have basically completed the clean transportation transformation; The self owned power plant has basically completed the entire process of ultra-low emission transformation. 80% of coal-fired boilers with a capacity of 65 steam tons/hour or more in other regions have completed organized and unorganized ultra-low emission transformation, and coal-fired boiler users with an annual coal transportation volume of 500000 tons or more have basically completed clean transportation transformation; 80% of self owned power plants have completed the entire process of ultra-low emission transformation.
